The mission of the Arizona Disabled Scuba Divers Foundation is to provide the "Operation Bottomtime" program to use the sport of scuba diving as a means to build the Disabled Veterans’ confidence and competence, provide opportunities to socialize and network with other disabled and able bodied Veterans in a positive and productive environment and provide opportunities for families to reconnect in an enjoyable activity that enhances physical and mental health.

Gary Moyer served in the US Air Force, and is acclimated to the military culture. Dawn Callahan grew up with a disabled Marine who had both physical and emotional results from his injuries.
